Abstract.  In this work, a fractional derivative on time scales is discussed. Then by suggesting a newstructure on the real line, we extend the objectivity of this derivative. A population dynamic problem caused by a confrontation is mentioned and a model is proposed which led us to a non-homogeneous second order partial differential equation on time scales.
